The Association of Canadian Advertisers, in a presentation on December 6 before the CRTC in Gatineau, Quebec, warned that the ad-supported TV marketing model is in danger of losing its long-standing luster with advertisers.

Codex Alimentarius Food Labelling Committee
On behalf of advertisers everywhere, ACA led the World Federation of Advertiser’s initiatives at the international meetings in Ottawa in May of the Codex Alimentarius Food Labelling Committee (CCFL). This included strategy planning sessions on international conference calls leading to the participation and representation at the meetings. Follow up efforts focused on the Commission’s general meeting later in July. And although the Commission approved the CCFL’s recommendation to proceed with the development of a definition of advertising, it restricted such definition specifically to health and nutrition claims. |

Obesity/Kids Advertising
ACA led efforts to preserve the right to advertise responsibly to children in Canada, including participation in a pan-industry steering committee with Concerned Children’s Advertisers and Food and Consumer Products Canada, monitoring international developments, and revising and re-issuing the white paper called Advertising to Children in Canada: A Reference Guide. As part of the monitoring process, ACA’s VP Policy & Research participated in many ‘HAL’ (Healthy Active Living) meetings with several other industry associations involved in this obesity issue.

CRTC Private Meeting
ACA’s Broadcast Committee’s private meeting with the Chair and Commissioners of the CRTC in Ottawa took place in early February. It is our goal to bring the advertiser’s perspective to the broadcast regulator to indicate the important financial role that advertisers play in Canada’s Broadcast System, and why it is crucial that the TV medium remain an effective and efficient marketing tool. |

ACA led industry efforts to oppose this proposed legislation which would have severely restricted advertisers’ rights and imposed unreasonable penalties. This included two separate written briefs, and two appearances before the House of Commons Standing Committee on Industry, Science and Technology, extensive liaison with several other industry associations as well as the development of an ad hoc ACA committee of member legal counsels. Our efforts ended successfully when the legislation died on the order paper after an election call. |

Advertising to Children in Canada: A Reference Guide
The ACA took a leadership role in coordinating the creation of this guide with the wider industry. It is designed to serve as a reference to identify what industry is continuing to do to ensure responsible advertising to children in Canada. Through self-regulated and government-mandated codes of conduct, advertisers comply with stringent regulations and also provide media literacy and other educational programs to teach children about healthy life choices.

The Gomery Commission invited the Association of Canadian Advertisers to provide a written submission on recommendations to “prevent mismanagement of sponsorship programs or advertising activities in the future”.
The ACA is pleased to respond to this request focusing on our areas of expertise. As such our submission addresses the three themes identified in the Commission’s discussion paper: responsibility, accountability and transparency.

Healthy Active Living
For the past year, ACAs Vice President of Policy & Research, Bob Reaume, has actively participated in the Healthy Active Living group (HAL). HAL is continuously monitoring the many developments in the food and beverage industry, and studies how those developments may impact the Canadian advertising industry.
